Canada's new governor general was the second highest paid public sector worker in Ontario last year, one of only two people paid over $1 million.

David Johnston was paid $1,056,813 in salary and bonus last year as president and vice-chancellor of the University of Waterloo.

Johnston was second to Ontario Power Generation President and CEO Tom Mitchell on the provincial government's sunshine list of public sector workers paid at least $100,000.

Mitchell, who also topped last year's sunshine list, was paid $1,335,000 in 2010.

There are 71,478 public sector workers on the list, up 11 per cent or nearly 7,400 workers from last year, but the average salary on the list is down one per cent.

Premier Dalton McGuinty today rejected the idea of raising the $100,000 minimum for the sunshine list, which was set in 1995.

However, the government points out that $100,000 would be about $132,000 with inflation, and says if the threshold were raised to that amount 73 per cent of those on the list would no longer qualify.

The energy sector usually has the highest earners on the sunshine list, and 7,786 of Ontario Power Generation's 12,500 workers made the list for 2010.

There are about 1.2 million people working in the broader public sector in Ontario, from police and nurses to CEO's at hospitals, universities and electrical utilities.
